This Opportunity About the Project: The Frederick Douglas Tunnel Program (FDTP) includes the design and construction of two new high-capacity tunnels that will replace the Baltimore & Potomac (B&P) Tunnel for passenger travel along with three new ventilation facilities, new bridges, roads, utilities, tracks alignment, upgrading West Baltimore station, and upgrading the existing B&P tunnel. The FDTP will:
- Reduce travel time along the Northeast Corridor (NEC) between New York City and Washington, DC.
- Accommodate existing and projected travel demand for intercity and commuter passenger services.
- Eliminate impediments along this section of the NEC.
- Provide greater operational reliability, and safety.
The FDTP is phase one of a two phase plan, with phase two being the addition of two more tunnels.
The centerpiece of the Program will be the fit out of the two tunnels and the three associated ventilation facilities. There are several systems involved that will require a system engineering approach to ensure the design is correct and right. The primary systems that include Track, Electric Traction (ET), Communications, Signals, and Security.
WSP is currently initiating a search for a
Systems Engineer Senior to support the Frederick Douglas Tunnel Program (FDTP). This is a full-time position located in the
New York/Baltimore Area . This position requires experience in rail and transportation projects and programs.
Your Impact Responsibilities:
- Apply Systems Engineering concepts and processes such as requirements management, interface and integration management, verification and validation to high-level transit and rail projects along the project life cycle, including concept development, preliminary design, final design, procurement, construction, integration, testing, commissioning, and transition to operation and maintenance.
- Develop transit and rail systems plans, specifications, and cost estimates; preparing construction safety and phasing plans, and updating system layout plans that require coordination with owners, transit authorities, other disciplines, sub-consultants, and clients.
- Oversees the development and implementation of advanced technologies, monitoring devices, modeling techniques, design requirements, and operating strategies to account for the safety and functionality or end-users, transportation vehicles/systems, a modern mobility infrastructure, and implementing future-ready solutions with civil engineering design standards.
- Work as an individual or as part of a cross-functional team of engineers, planners, and scientific professionals to execute project work on multiple concurrent projects, assist with laying out installations, establishing reference points/elevations/grades to guide construction, calculating costs and quantities of material/equipment/labor, and ensuring project work conforms with specifications, compliance documentation, and regulatory and technical analysis memos.
- Assist with engineering review of engineering design plans and specifications, and engineering contracts, to ensure that they comply with applicable state and/or federal regulations and sound engineering practice and standards.
- Remain current in latest transit and rail engineering techniques and practices.
- Collaborates with professionals from a variety of disciplines, other engineers, planners, and infrastructure authorities on Federal, State, regional, and locally funded improvement and development projects, as well as proposal and business development opportunities.
- Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.
- Perform additional responsibilities as required by business needs.
Who You Are Required Qualifications - Bachelor's Degree in Engineering, or closely related discipline
- Minimum 12+ years of relevant experience in large scale rail and systems projects, including communications, track, signals, and electric traction designs
- Advanced proficiency with systems engineering principles, practices, process, design/build, standard of care, and the application to permitting and project work-related issues.
- Strong understanding of Systems Integrations, RAMs, Requirements elicitations and traceability, and Interface Management.
- Strong understanding of project schedule and cost estimating
- Demonstrated experience with State and local governments, contractors, transportation agencies and professional organizations.
- Strong project management skills and experience.
- Strong technical skills relevant to signals, electric traction, and communications design and analysis.
- Strong verbal and written communication skills.
- Strong (proven) management and interpersonal skills.
- Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
- Strong ability to quickly adapt to change and demonstrate flexibility to a variety of schedules and hours to meet business needs.
- Occasional travel may be required depending on project-specific requirements.

Compensation:
Expected Salary (all locations): $130,000 - $240,000
