Responsibilities
 

OPPD is seeking a candidate for the position of Enterprise Risk Analyst.  The Enterprise Risk Analyst will report to OPPD's Director of Risk & Innovation and will be responsible for developing, expanding, and coordinating the Enterprise Risk Management (ERM) Program throughout OPPD.  The candidate will also serve as a member of the Planning Section of the OPPD Corporate Incident Command Team.  The Enterprise Risk Analyst is the primary point of contact with Risk Owners, Risk Subject Matter Experts (SMEs), and ERM Committee Members when participating with the ERM program.

The ERM Program utilizes an ISO 31000 based approach that focuses on empowering operating departments to manage their risks by providing them with the knowledge and capabilities to identify, assess, prioritize, mitigate, monitor, and report on enterprise-level risks to its Executive Leadership Team (ELT) and the Board of Directors.  The ERM Program supports management by developing effective business strategies and improving risk awareness for existing and emerging risks.  This approach enables Executive Leadership and other decision makers to be risk informed when prioritizing budget and capital allocations to reduce the likelihood and severity of risks which may impact on the achievement of the OPPD's mission, vision, and strategic goals.


1. Develop, expand, and coordinate the Enterprise Risk Management program throughout the District in alignment with the ISO 31000 risk management standard, strategic directive 15 (ERM), and Corporate ERM Policy:
 - Provide leadership to ERM Committee members, risk owners, and subject matter experts across the District through collaboration and the development and continued refinement of processes and procedures to identify, assess, mitigate, manage, and monitor significant business risks and opportunities within established performance criteria (e.g. all ERM risks reviewed annually).
 - Facilitate and support the quarterly significant risk updates and individual VP and ELT risk meetings.
 - Lead the review, analysis, and development of various ad hoc risk management activities to ensure appropriate risk policies, procedures, and practices are followed to manage risk exposures within established risk tolerances and to pro-actively identify areas of concern.
 - Develop, expand, and improve the efficiency and effectiveness of ERM Program management level processes and reporting tools and dashboards for all stakeholders.
 - Continually monitor and evaluate effectiveness of risk management processes and methodology.  Constantly seek, research, and implement risk management best practices.  Recommend and present changes to processes, procedures and policy to the Director of Risk & Innovation and Executive Leadership to support the continual improvement and maturity of the ERM program.

2. Provide risk management expertise, training, and consultative leadership.  Deliver and share an enterprise level perspective while serving as a business partner liaison for risk owners in the following areas: 
 - Review, challenge, and ensure the quality, completion and timeliness of comprehensive annual risk assessments and quarterly updates.
 - Providing expertise, training, and validation of the effective monitoring and tracking of Key Risk Indicators (KRIs), Key Performance Indicators (KPIs) and other metrics which can be used to monitor trends for business risks
 - Professionally challenge Risk Owners around existing risk mitigating activities to help ensure they are comprehensive and that documentation is being kept up to date to support the information provided to the ERM program. 
 - Serve as the ERM subject matter expert within the organization's Governance, Risk, and Compliance (GRC) platform.  Train business users on the platform and to successfully use the software to complete ERM program tasks.

3. Participate in and/or lead assigned ERM technology initiatives to enhance the overall effectiveness, efficiency and quality of the ERM Program and connected programs and functions.

4. Champion and promote an active risk-aware culture and enhance risk knowledge across all levels of OPPD to ensure an active and robust ERM program and improved risk-informed decision making through training, one-on-one discussions, as well as surveys.


5. Partner with other risk management functions (e.g. Insurance, Claims, and Energy & Fuel Commodity Risk Management) as well as other 2nd and 3rd line of defense functions (e.g. Governance, Compliance, and Internal Audit) on an as needed basis to support broad risk awareness and identify collaboration opportunities or potential gaps between various functions.

6. Serve as a member of the Planning Section of the OPPD Corporate Incident Command Team.  In the event of a situation requiring the activation of the Incident Command Team:
 - Establish criteria and provide objective, reliable, and consistent information during a potentially highly dynamic crisis to ensure that Incident Command and Executive Leadership are fully informed and prepared to deal with the crisis at hand.
 - As needed, lead internal briefings to inform Executive Leadership and Incident Command on the risk situation of the crisis. 
 - Conduct in-depth analysis of crisis related data and trends and development of models, including forecasting methodology; to facilitate scenario planning for how a particular crisis could evolve over time.



 

Qualifications

 

Required: 
 - Bachelors degree with emphasis in Risk Management, Finance, Quantitative Analysis or Business Administration, or a related field, or a combination of education and work experience that provides the necessary skills to perform the essential job functions.
 - Strong knowledge of Enterprise Risk Management and risk control methods, internal control standards such as COSO and/or ISO 31000 frameworks.
 - Strong attention to detail and accuracy, excellent organizational skills with ability to prioritize, coordinate and simultaneously maintain multiple projects with high level of quality and productivity.
 - Excellent communications skills for effective presentations to Executive Leadership, facilitation of group meetings, collaborating across all levels of the organization, as well as within a team environment. 
 - Ability to build and manage successful professional relationships and work with people across all levels of the organization and peer organizations.
 - Experience working with qualitative and quantitative risk assessment methods, risk models, and financial risk analysis techniques.
 - Advanced skills with Microsoft Office Suite.
 - Strong ability to analyze large amounts of data, despite imperfect or ambiguous inputs at times, and effectively communicate key points to management.
 

Desired: 
 - MBA or other master's degree in an applicable area.
 - Previous utility industry experience or a history showcasing a deep curiosity and ability to quickly learn and develop a broad knowledge base in a complex and changing business and industry.
 - Professional risk management certification (e.g. ARM or RIMS-CRMP).
 - Previous experience working with Archer IRM platform.

Base: $88,546

Midpoint: $110,682
