Manager of Generation Operational Technology (OT) 

OPPD is seeking a Manager of Generation Operational Technology (OT). This important role provides the leadership of the administration, integration, and security implementation of applicable generation OT systems and equipment used to monitor and control District generation facilities.  Manages and oversees the development of new processes, procedures and systems as well as enhancements to existing processes and systems in accordance with standards and operational requirements set forth by energy regulatory agencies and District policies and practices.  This individual will collaborate with the Technology and Security (TS) leadership team and interact with peers across OPPD business units to ensure alignment with OPPD's objectives and initiatives to strengthen OPPD as an industry leader, employer of choice, and community partner.  The role is accountable for the management, successful implementation and realization of assigned tactical and operational plans and objectives. 

Position Responsibilities:

Build and maintain a competent/capable team of staff in alignment with OPPD's Accountable Management System (AMS) guidelines. 

Develop and implement plans and programs (1-2 years in scope) to achieve OPPD and TS strategic objectives and to deliver desired outputs/assigned KAs

  • Manage, plan and direct the activities of the Generation OT Department to ensure the accuracy, integrity, reliability and accessibility of computer applications/systems used, on a 24/7 basis, to monitor and control District Generation facilities, including but not limited to Distributed Control Systems (DCS), other routable network connected industrial control systems (e.g. programmable logic controllers and their human machine interface systems (PLC HMI), operational data historians, emissions monitoring systems, predictive maintenance systems, and operational asset management applications) at District Generation Sites, the Energy Control Center, Energy Plaza, and other District sites
  • Lead the design, integration and ownership of all end-to-end processes, policies, and practices in accordance with standards set forth by energy regulatory agencies, District and industry policies and practices as well as to support various strategic initiatives
  • Ensure team meets or exceeds the obligations set forth in the Service Level Agreement (SLA) between Enterprise OT and Utility Operations for the Generation facilities and review/update the SLA annually
  • Manage department Compliance tasks associated with applicable NERC Operational and Cyber Security standards as well as designated industry cyber security standards such as NIST 800-82 Guide to Industrial Control Systems Security
  • Participate and/or follow applicable industry related support groups or committees within the Southwest Power Pool (SPP), Midwest Reliability Organization (MRO), North American Transmission Forum (NATF), and RMEL

Qualifications

 

Required:

  • Bachelor's degree in Engineering, Business Management, Information Systems, or related field or a combination of education and experience in electric or communications engineering, networking or telecommunications.
  • Five (5) years or more experience in the utility industry with particular emphasis on Generation industrial control systems and OT infrastructure; or six (6) years experience with Master's degree
  • Five (5) years or more experience in equivalent supervisory or lead role of engineering or technical professionals with emphasis on support and implementation.  Informal lead role over project related work and District initiatives is applicable to this requirement
  • Knowledge of NERC Compliance and its importance to the safety, security, and reliability of the electrical grid
  • Ability to make independent decisions using data analysis and logic under tight time constraints and under emergency conditions 
  • Demonstrated management skills and ability to build, manage, motivate, inspire and develop teams, while linking work to OPPD's vision, mission and corporate strategic plans. 
  • Experience with executive level communication, presentations and report writing.

 

Desired:

  • An advanced degree in engineering, business, or computer science
  • Relevant industry certification such as Professional Engineer (PE) license in the State of Nebraska, Certified Information Systems Security Professional (CISSP) Certification, or Project Manager Professional (PMP) certification
  • Knowledge of visualization software and methods for enhanced performance reporting
